How Meta prices the Business API (checked August 2026)

Since July 2025, Meta charges the WhatsApp Business API per delivered template message rather than per 24-hour conversation. Template messages come in three paid categories: marketing, utility and authentication, each priced per country. Marketing is the expensive one; as a rough order of magnitude, a marketing template costs a few cents in most markets, with utility and authentication messages a fraction of that.

Replies inside the 24-hour customer service window, called service messages, are free, and utility templates sent inside that window are free too. The prices per category and country are published on Meta's developer rate card, and they do change; treat any specific number you read on a vendor site, including this page, as a snapshot to verify there.

The provider layer: where the second bill comes from

You cannot use the API raw without engineering effort, so most businesses go through a Business Solution Provider. BSPs monetise in three patterns: a monthly platform fee (commonly tens to a few hundred dollars), a per-message markup on top of Meta's rates, or per-agent seat pricing for their inbox software. Many combine two of the three.

That means the real cost of "WhatsApp API pricing" for a small team is typically: platform fee + agent seats + Meta template fees + any markup, before you have sent a single campaign.
